What was initially presented as an unpredictable phenomenon, a massive wave of entries that collapsed the borders, has now been shrouded in a dense veil of controversy following the declassification of a series of police and intelligence reports. These documents, which are now coming to light, point to a very different reality: multiple alerts about a significant and imminent increase in migratory pressure, some of which warned of the «extreme gravity» of the situation weeks before the outbreak. The magnitude of the crisis, with thousands of people trying to access Spanish territory in a few days, has highlighted not only border vulnerabilities but also the deep fissures in coordination and communication between the different levels of the State, as well as with neighboring countries. The discussion is no longer limited to the management of the crisis, but delves into the debate on political responsibility, transparency, and the authorities' capacity for foresight.

The Warnings Before the Storm: A Chronology of Ignored Alerts

The official narrative defending the unpredictability of the migration crisis in Ceuta has been severely questioned by the publication of a series of internal reports revealing a chain of warnings dating back weeks before the mass entry. The Border Civil Guard, in a document of’extreme gravity, had already pointed to an increase of 837% in entries to Ceuta during the month of July, long before the events that captured international attention. This figure, compelling in itself, has become one of the pillars of criticism of the government's management.

But the warnings do not stop there. A report from the CENIF pointed out that on July 29 and 30 «alerts were sent to the border posts of Ceuta and Melilla» to report the «gravity» of the situation. Even more explicit was the warning from the National Intelligence Center (CNI), which alerted the Government Delegation of a «call to storm by fence and sea», mentioning «groups with 180,000 followers» organizing. The CNI even communicated these «calls» to the intelligence services of Morocco on July 29, attempting prior coordination. Along the same lines, the 32nd Transmission Regiment warned the Armed Forces Intelligence Center (CIFAS) on on July 30 that a «mass entry» was «very likely.».

The passivity of the Moroccan authorities was also documented. A report from the’General Staff of July 30 at 6:15 p.m., pointed to a «passivity» on the part of neighboring authorities, noting that «they are allowing the arrival of candidates towards the border area.» This information, along with a classified report from the CIFAS which considered it «very likely» that the Morocco did not directly favor the migratory wave, but indeed «had acted until now in a negligent and passive manner,» paints a scenario where information about the imminent crisis not only existed, but was detailed and premonitory. This complex context is fundamental to understanding The Ceuta Crisis: One Month Later, the Political Debate and the Judicial Plot Escalate, as the repercussions of these reports have been immense.

The Government's Response and the Escalation of Political Controversy

Faced with the cascade of revelations, the Government has defended itself firmly, although with nuances that have further fueled the debate. The president Pedro Sánchez assured that no one, «neither in Spain nor in the EU«, could anticipate the migration crisis. This statement has clashed head-on with the declassified reports. From Moncloa the warning from the CNI, was downgraded, arguing that «at no point did it send a formal warning or alert», while the CNI itself clarified that the declassification «shows» that «it did not anticipate the magnitude» of the event as it was «an unusual phenomenon». The Minister of Foreign Affairs, José Manuel Albares, said that he «was not aware of» warnings about the magnitude of the entries into Ceuta.

The Government Delegate in Ceuta, for his part, defended that the warnings for WhatsApp of CNI «do not constitute an alert or any report» and that «it is very easy to take the messages out of context», showing his «anger» when asked if he was considering resigning. The Minister of Defense, Margarita Robles, accused the PP of lying by saying that the CIA had warned Spain of the massive entry, and stated that from her department «we have done our job and the professionalism of our people is beyond any doubt.». Óscar Puente, after the publication of the reports, maintained that «the available information in no case points to an organization by the Morocco«. Pilar Alegría (identified as Torres in the original text) defended the executive's actions, stating that «it is not true when it is claimed that the Government of Spain has done nothing» in the face of the crisis, and stressed that the priorities in Ceuta are the school year and the setting up of new spaces for the 2,004 migrant minors.

The opposition, led by the People's Party, has lashed out harshly against the Government, accusing it of a «State lie», in the words of’Ester Muñoz, and of having done nothing. The Senate even censured the Government for the migration crisis and singled out five ministers. The parliamentary partners, more cautious, have called for calm. Meanwhile, the crisis has not only been limited to the political debate: two attacks by migrants on a Regulars soldier and a legionnaire have been reported in Ceuta, and the judge Tardón has admitted the appearance of the Government as an injured party in the investigation into the massive entry. In addition, the Police warned «preventively» the Canary Islands of «possible irregular entries» on July 31, indicating that concern over migration pressure extended beyond Ceuta. This scenario underlines the importance of coordination and strategy in border management, an issue that the European Union is also reinforcing in the face of future contingencies, as analyzed in The EU strengthens its strategy in the face of future migration crises.

La crisi migratòria a Ceuta va desfermar una confrontació política.
